URGENT BUSINESS PROPOSAL

Based on recommendation made on you as prominent and distinguishable company
in Germany, I am  contacting you for a business transaction that will
benefit both of us.  I am HAMZAT BELLO-OSAGIE, Chairman of the contract
tender and award board of the  aforementioned corporation in Lagos -
Nigeria.  My board is responsible for the award of contracts.  One of such
contract was recently concluded by PIONEER HIGASHVO OF JAPAN for the
turnaround maintenance of our refinery in Kaduna.  The contract was executed
by a foreign contractor at a cost of over US$200m (Two hundred  Million
United States Dollars).  The total value of this contract included a mark up
price called over invoice to the tune of US$30.5 Million (Thirty Million,
Five hundred thousand united states dollars).  At a moment my board has paid
the original contractor in full leaving us with the over invoiced value to
be directed to our private account.

I am however, constrained by the prohibitions of my office not to operate
foreign bank account until our four years term expires.  Hence, I require
your co-operation to provide me with prerequisite for smooth transfer such
to your bank account where the funds will be remitted by swift transfer.

I am aware of the high sense of responsibility placed on you.  Hence your
nomination is the most appropriate in this kind of transaction that requires
high degree of trust, confidentiality and dependability.  I am confident
that my recommendation is right and that you will offer, as ever the spirit
of trust required of you.  You were highly recommended by a trusted friend
at the world trade office here in lagos.

Once more, let me reassure you that this transaction is safe on both sides
and we shall compensate you adequately for your assistance with 30% of the
fund.  While 5% shall be set aside for ancillary expenses on both sides.
The transaction shall be concluded within fourteen (14) bank working days on
receipt of your co-ordinates (account, telephone, fax and telex numbers).

Please confirm receipt by fax, phone or email address above immediately and
position your doubts if any for further clarification and confirm your
readiness to travel of our offshore bank and have the confirmable draft
raised in favour of this contract  or have this payment made in gold
equivallent to you.
